Vicky and I were invited to contribute to a festschrift celebrating Cliff Lynch's retirement from the Coalition for Networked Information. We decided to focus on his role in the long-running controversy over how digital information was to be preserved for the long haul.

Paul Evan Peters Award Lecture

At the Spring 2025 Membership Meeting of the Coalition for Networked Information, Vicky and I received the Paul Evan Peters Award.

You can tell this is an extraordinary honor from the list of previous awardees, and the fact that it is the first time it has been awarded in successive years. Part of the award is the opportunity to make an extended presentation to open the meeting. Our talk was entitled Lessons From LOCKSS, and the abstract was:
Vicky and David will look back over their two decades with the LOCKSS Program. Vicky will focus on the Program's initial goals and how they evolved as the landscape of academic communication changed. David will focus on the Program's technology, how it evolved, and how this history reveals a set of seductive, persistent but impractical ideas.
CNI has posted the video of the entire opening plenary to YouTube. Don Waters' generous introduction starts at 14:28 and Vicky starts talking at 20:00.

I Rest My Case

Jeff Rothenberg's seminal 1995 Ensuring the Longevity of Digital Documents focused on the threat of the format in which the documents were encoded becoming obsolete, and rendering its content inaccessible. This was understandable, it was a common experience in the preceeding decades. Rothenberg described two different approaches to the problem, migrating the document's content from the doomed format to a less doomed one, and emulating the software that accessed the document in a current environment.

The Web has dominated digital content since 1995, and in the Web world formats go obsolete very slowly, if at all, because they are in effect network protocols. The example of IPv6 shows how hard it is to evolve network protocols. But now we are facing the obsolescence of a Web format that was very widey used as the long effort to kill off Adobe's Flash comes to fruition. Fortunately, Jason Scott's Flash Animations Live Forever at the Internet Archive shows that we were right all along. Below the fold, I go into the details.

Postel's Law again

Eight years ago I wrote:
In RFC 793 (1981) the late, great Jon Postel laid down one of the basic design principles of the Internet, Postel's Law or the Robustness Principle:
"Be conservative in what you do; be liberal in what you accept from others."
Its important not to lose sight of the fact that digital preservation is on the "accept" side of Postel's Law,

Scary Monsters Under The Bed

So don't look there!

I sometimes hear about archives which scan for and remove malware from the content they ingest. It is true that archives contain malware, but this isn't a good idea:
  • Most content in archives is never accessed by a reader who might be a target for malware, so most of the malware scan effort is wasted. It is true that increasingly these days data mining accesses much of an archive's content, but it does so in ways that are unlikely to activate malware.
  • At ingest time, the archive doesn't know what it is about the content future scholars will be interested in. In particular, they don't know that the scholars aren't studying the history of malware. By modifying the content during ingest they may be destroying its usefulness to future scholars.
  • Scanning and removing malware during ingest doesn't guarantee that the archive contains no malware, just that it doesn't contain any malware known at the time of ingest. If an archive wants to protect readers from malware, it should scan and remove it as the preserved content is being disseminated, creating a safe surrogate for the reader. This will guarantee that the reader sees no malware known at access time, likely to be a much more comprehensive set.
This is essentially the same argument as lies behind the LOCKSS system's approach to format migration, demonstrated more than a decade ago. It is, if necessary, to create temporary access surrogates on demand in the dissemination pipeline, in a less doomed format or shorn of malware as the case may be.

Talk on Emulation at CNI

When Cliff Lynch found out that I was writing a report for the Mellon Foundation, the Sloan Foundation and IMLS entitled Emulation & Virtualization as Preservation Strategies he asked me to give a talk about it at the Fall CNI meeting, and to debug the talk beforehand by giving it at UC Berkeley iSchool's "Information Access Seminars". The abstract was:
20 years ago, Jeff Rothenberg's seminal Ensuring the Longevity of Digital Documents compared migration and emulation as strategies for digital preservation, strongly favoring emulation. Emulation was already a long-established technology; as Rothenberg wrote Apple was using it as the basis for their transition from the Motorola 68K to the PowerPC. Despite this, the strategy of almost all digital preservation systems since has been migration. Why was this?

Preservation systems using emulation have recently been deployed for public use by the Internet Archive and the Rhizome Project, and for restricted use by the Olive Archive at Carnegie-Mellon and others. What are the advantages and limitations of current emulation technology, and what are the barriers to more general adoption?

Emulation & Virtualization as Preservation Strategies

I'm very grateful that funding from the Mellon Foundation on behalf of themselves, the Sloan Foundation and IMLS allowed me to spend much of the summer researching and writing a report, Emulation and Virtualization as Preservation Strategies (37-page PDF, CC-By-SA). I submitted a draft last month, it has been peer-reviewed and I have addressed the reviewers comments. It is also available on the LOCKSS web site.

I'm old enough to know better than to give a talk with live demos. Nevertheless, I'll be presenting the report at CNI's Fall membership meeting in December complete with live demos of a number of emulation frameworks. The TL;DR executive summary of the report is below the fold.

"The Prostate Cancer of Preservation" Re-examined

My third post to this blog, more than 8 years ago, was entitled Format Obsolescence: the Prostate Cancer of Preservation. In it I argued that format obsolescence for widely-used formats such as those on the Web, would be rare. If it ever happened, would be a very slow process allowing plenty of time for preservation systems to respond.

Thus devoting a large proportion of the resources available for preservation to obsessively collecting metadata intended to ease eventual format migration was economically unjustifiable, for three reasons. First, the time value of money meant that paying the cost later would allow more content to be preserved. Second, the format might never suffer obsolescence, so the cost of preparing to migrate it would be wasted. Third, if the format ever did suffer obsolescence, the technology available to handle it when obsolescence occurred would be better than when it was ingested.

Windows XP

The idea that format migration is integral to digital preservation was for a long time reinforced by people's experience of format incompatibility in Microsoft's Office suite. Microsoft's business model used to depend on driving the upgrade cycle by introducing gratuitous forward incompatibility, new versions of the software being set up to write formats that older versions could not render. But what matters for digital preservation is backwards incompatibility; newer versions of the software being unable to render content written by older versions. Six years ago the limits of Microsoft's ability to introduce backwards incompatibility were dramatically illustrated when they tried to remove support for some really old formats.

The reason for this fiasco was that Microsoft greatly over-estimated its ability to impose the costs of migrating old content on their customers, and the customer's ability to resist. Old habits die hard. Microsoft is trying to end support of Windows XP and Office 2003 on April 8 but it isn't providing cost-effective upgrade paths for what is now Microsoft's fastest-growing installed base. Joel Hruska writes:
Microsoft has come under serious fire for some significant missteps in this process, including a total lack of actual upgrade options. What Microsoft calls an upgrade involves completely wiping the PC and reinstalling a fresh OS copy on it — or ideally, buying a new device. Microsoft has misjudged how strong its relationship is with consumers and failed to acknowledge its own shortcomings. Not providing an upgrade utility is one example — but so is the general lack of attractive upgrade prices or even the most basic understanding of why users haven't upgraded.
This resistance to change has obvious implications for digital preservation.

In-browser emulation

Jeff Rothenberg's ground-breaking 1995 article Ensuring the Longevity of Digital Documents described and compared two techniques to combat format obsolescence; format migration and emulation, concluding that emulation was the preferred approach. As time went by and successive digital preservation systems went into production it became clear that almost all of them rejected Jeff's conclusion, planning to use format migration as their preferred response to format obsolescence. Follow me below the fold for a discussion on why this happened and whether it still makes sense.

Why Migrate Formats? The Debate Continues

I am grateful for two recent contributions to the debate about whether format obsolescence is an exception, or the rule, and whether migration is a viable response to it:I respond to Andy below the fold. Responding to Rob involves some research to clear up what appears to be confusion on my part, so I will postpone that to a later post.

Andy gives up the position that format migration is essential for preservation and moves the argument to access, correctly quoting an earlier post of mine saying that the question about access is how convenient it is for the eventual reader. As Andy says:
What is the point of keeping the bits safe if your user community cannot use the content effectively?
In this shift Andy ends up actually agreeing with much, but not quite all, of my case.

He says, quite correctly, that I argue that a format with an open source renderer is effectively immune from format obsolescence. But that isn't all I'm saying. Rather, the more important observation is that formats are not going obsolete, they are continuing to be easily render-able by the normal tools that readers use. Andy and I agree that reconstructing the entire open source stack as it was before the format went obsolete is an imposition on an eventual reader. That isn't actually what would have to happen if obsolescence happened, but the more important point is that obsolescence isn't going to happen.

The digital preservation community has failed to identify a single significant format that has gone obsolete in the 15+ years since the advent of the Web, which is one quarter of the entire history of computing. I have put forward a theory that explains why format obsolescence ceased; I have yet to see any competing theory that both explains the lack of format obsolescence since the advent of the Web and, as it would have to in order to support the case for format migration, predicts a resumption in the future. There is unlikely to be any reason for a reader to do anything but use the tools they have to hand to render the content, and thus no need to migrate it to a different format to provide "sustainable access".

Andy agrees with me that the formats of the bulk of the British Library's collection are not going obsolete in the foreseeable future:
The majority of the British Library's content items are in formats like PDF, TIFF and JP2, and these formats cannot be considered 'at risk' on any kind of time-scale over which one might reasonably attempt to predict. Therefore, for this material, we take a more 'relaxed' approach, because provisioning sustainable access is not difficult.
This relaxed approach to format obsolescence, preserving the bits and dealing with format obsolescence if and when it happens, is the one I have argued for since we started the LOCKSS program.

Andy then goes on to discuss the small proportion of the collection that is not in formats that he expects to go obsolete in the future, but in formats that are hard to render with current tools:
Unfortunately, a significant chunk of our collection is in formats that are not widely used, particularly when we don't have any way to influence what we are given (e.g. legal deposit material).
The BL eases access this content by using migration tools on ingest to create an access surrogate and, as the proponents of format migration generally do, keeping the original.
Naturally, we wish to keep the original file so that we can go back to it if necessary,
Thus, Andy agrees with me that it is essential to preserve the bits. Preserving the bits will ensure that these formats stay as hard to render as they are right now. Creating an access surrogate in a different format may be a convenient thing to do, but it isn't a preservation activity.

Where we may disagree is on the issue of whether is is necessary to preserve the access surrogate. It isn't clear whether the BL does, but there is no real justification for doing so. Unlike the original bits, the surrogate can be re-created at any time by re-running the tool that created it in the first place. If you argue for preserving the access surrogate, you are in effect saying that you don't believe that you will be able to re-run the tool in the future. The LOCKSS strategy for handling format obsolescence, which was demonstrated and published more than 6 years ago, takes advantage of the transience of access surrogates; we create an access surrogate if a reader ever accesses content that is preserved in a original format that the reader regards as obsolete. Note that this approach has the advantage of being able to tailor the access surrogate to the reader's actual capabilities; there is no need to guess which formats the eventual reader will prefer. These access surrogates can be discarded immediately, or cached for future readers; there is no need to preserve them.

The distinction between preservation and access is valuable, in that it makes clear that applying preservation techniques to access surrogates is a waste of resources.

One of the most interesting features of this debate has been detailed examinations of claims that this or the other format is obsolete; the claims have often turned out to be exaggerated. Andy says:
The original audio 'master' submitted to us arrives in one of a wide range of formats, depending upon the make, model and configuration of the source device (usually a mobile phone). Many of these formats may be 'exceptional', and thus cannot be relied upon for access now (never mind the future!).
But in the comments he adds:
The situation is less clear-cut in case of the Sound Map, partly because I'm not familiar enough with the content to know precisely how wide the format distribution really is.
The Sound Map page says:
Take part by publishing recordings of your surroundings using the free AudioBoo app for iPhone or Android smartphones or a web browser.
This implies that, contra Andy, the BL is in control of the formats used for recordings. It would be useful if someone with actual knowledge would provide a complete list of the formats ingested into Sound Map, and specifically identify those which are so hard to render as to require access surrogates.

Migrating Microsoft Formats

Microsoft formats are routinely cited as examples where prophylactic format migration is required as part of a responsible digital preservation workflow. Over at Groklaw, PJ has a fascinating, long post up using SEC filings and Microsoft internal documents revealed in the Comes case to demonstrate that Microsoft's strategic use of incompatibility goes back at least 20 years and continues to this day. Her current example is the collaboration between Microsoft and Novell around Microsoft's "Open XML". This strategy poses problems that the advocates of format migration as a preservation strategy need to address. For details, follow me below the fold.

Rob Sharpe's Case For Format Migration

I'm grateful to Rob Sharpe of Tessella for responding, both on Tessella's web-site and here, to my post on the half-life of digital formats. It is nice to have an opportunity to debate. To rephrase my original post, the two sides of the debate are really:
  • Those who believe that format obsolescence is common, and thus format migration is the norm in digital preservation.
  • Those who believe that format obsolescence is rare, and thus format migration is the exception in digital preservation.
Rob makes three points in his comment:
  • Formats do go obsolete and the way to deal with this is format migration.
  • Digital preservation customers require format migration.
  • Format migration isn't expensive. (He expands on this on Tessella's web-site).
Follow me below the fold for a detailed discussion of these three points.

A Puzzling Post From Rob Sharpe

I'm sometimes misquoted as saying "formats never become obsolete", but that isn't the argument I am making. Rather, I am arguing that basing the entire architecture of digital preservation systems on preparing for an event, format obsolescence, which is unlikely to happen to the vast majority of the content in the system in its entire lifetime is not good engineering. The effect of this approach is to raise the cost per byte of preserving content, by investing resources in activities such as collecting and validating format metadata, that are unlikely to generate a return. This ensures that vastly more content will be lost because no-one can afford to preserve it than will ever be lost through format obsolescence.

Tessella is a company in the business of selling digital preservation products and services based on the idea that content needs "Active Preservation", their name for the idea that the formats will go obsolete and that the way to deal with this prospect is to invest resources into treating all content as if it were in immediate need of format migration. Their market is
managing projects for leading national archives and libraries. These include ... the UK National Archives ... the British Library [the] US National Archives and Records Administration ... [the] Dutch National Archief and the Swiss Federal Archives.
It isn't a surprise to find that on Tesella's official blog Rob Sharpe disagrees with my post on format half-lives. Rob points out that
at Tessella we have a lot of old information trapped in Microsoft Project 98 files.
The obsolescence of Microsoft Project 98's format was first pointed out to me at the June 2009 PASIG meeting in Malta, possibly by Rob himself. I agree that this is one of the best of the few examples of an obsolete format, but I don't agree that it was a widely used format. What proportion of the total digital content that needs preservation is Project 98?

But there is a more puzzling aspect to Rob's post. Perhaps someone can explain what is wrong with this analysis.

Given that Tessella's sales pitch is that "Active Preservation" is the solution to your digital preservation needs, one would expect them to use their chosen example of an obsolete format to show how successful "Active Preservation" is at migrating it. But instead
at Tessella we have a lot of old information trapped in Microsoft Project 98 files.
Presumably, this means that they are no longer able to access the information "using supported software". Of course, they could access it using the old Project 98 software, but that wouldn't meet Rob's definition of obsolescence.

Are they unable to access the information because they didn't "eat their own dog-food" in the Silicon Valley tradition, using their own technology to preserve their own information? Or are they unable to access it because they did use their own technology and it didn't work? Or is Project 98 not a good example of
a format for which no supported software that can interpret it exists
so it is neither a suitable subject for their technology, nor for this debate?

Sheila Morrissey's comment

Portico's Sheila Morrissey posted a valuable comment on the post that provided the background and sources for my CNI plenary. It set out the conventional wisdom against which I was arguing, but at such length that I felt it was inhibiting discussion. It was also difficult to respond to by adding a comment, among other reasons because there was no easy way to connect my responses to their targets in the comment. I therefore saved the text of Sheila's comment, deleted it from the original post, and reproduced it below the fold, together with my responses. Portico has posted a version of her comment here.
